The Problem
After 20–35 years on outdated proprietary systems, the district relied on paper forms, Google Sheets, and other manual tools.
Processes weren’t documented, and no framework existed to capture requirements or evaluate ERP options.
Leadership needed guidance to decide between a large enterprise solution or a smaller boutique platform, and to manage the process effectively.
What We Did
Built the governance structure, workflows, tools, and templates to manage the program.
Created a cross-functional engagement program with business process leads across HR, Payroll, Budget and Finance, Warehouse and Supply Chain, and Facilities Management.
Completed an 18-month requirements effort, capturing 3,500 detailed business requirements.
Led a year-long RFP process, narrowing seven vendors to a final recommendation and board approval.
Drove change management and communication to maintain visibility and engagement.
The Result
Finished ahead of schedule and under budget with strong client satisfaction.
Earned unanimous evaluation-committee approval for the selected software and system integrator.
Maintained 75–80% stakeholder excitement throughout the process.
Built lasting confidence in the vendor through a clear, transparent approach.
The ERP program kicked off in September 2025, with McCullough Management continuing to support implementation.
